ABSTRACT

The COVID-19 pandemic has caused a delay in national economic development, among other factors. Covid-19's global spread has had a direct or indirect impact on debtors' ability and capability to meet their installment or financing obligations to banks, resulting in Non-Performing Loans (NPLs). The purpose of this study was to determine countercyclical banking policy on economic sustainability in the covid-19 pandemic outbreak. This research method uses the Normative Juridical Approach used in this study by analyzing the norms in the legislation to find the truth based on scientific logic from the normative side to find a coherent truth. The results of this study can also be used as an excuse for overmacht credit among credit debtors to delay debtor credit payments to banks until the economy recovers. Several government regulations have stipulated that banks must defer debtor obligations;however, the debtor is still required to make payments to the bank.

ABSTRACT

Masalah penelitian ini adalah bagaimanakah keefektivan rumusan kebijakan e-learning, keefektivan implementasi kebijakan e-learning, dan apa kendala-impelementasi e-learning di PAUD. Tujuan penelitian ini untuk mendeskripsikan keefektivan rumusan kebijakan e-learning, keefektivan implementasi kebijakan e-learning, dan kendala implementasi e-learning di PAUD. Penelitian ini adalah penelitian kebijakan dengan metode kombinasi concurrent embedded strategy. Penelitian dilakukan di Provinsi Jawa Tengah pada 35 kabupaten/kota, April 2020, responden 1.899 orang dengan standard error 5%. Teknik pengumpulan data dengan angket, dokumen kebijakan, dan wawancara. Data kuantitatif diolah dengan Pivoting Program MS Excel. Data kualitatif diolah dengan software Nvivo 12+. Pengujian keabsahan data menggunakan triangulasi sumber dan metode. Pengujian kredibilitas dokumen dengan korelasi Pearson dan word frequency. Hasil penelitian menunjukkan bahwa rumusan kebijakan e-learning di PAUD sangat efektif, implementasi kebijakan e-learning di PAUD kurang efektif, dan terdapat tiga kendala implementasi e-learning di PAUD yaitu kendala pedagogi, teknologi, dan ekonomi.

ABSTRACT

During the COVID-19 pandemic, learning in madrasah was carried out by using e-learning. The policy came from the Ministry of Education &Culture and the Ministry of Religion Affairs. The purposes of this study were to describe the readiness of teachers to implement e-learning, to describe the quality of e-learning, and to describe the obstacles to implement e-learning. The method is a mix method of quantitative-qualitative with concurrent embedded strategy. The data were collected through questionnaires, interviews, and documentation. The analysis of descriptive quantitative data used Pivoting MS Excel and qualitative data analysis used Nvino12+. The research steps are in accordance with the Miles and Huberman, namely collecting data, reducing data, presenting data, and drawing conclusions. The respondents were 3,729 teachers in 35 regencies/cities in Central Java Province. The results showed that most teachers were not ready yet to implement e-learning, the quality of e-learning was still low, and there were four main obstacles in implementing e-learning.
